सह्याद्री व्याघ्र प्रकल्प
सह्याद्री व्याघ्र प्रकल्पाचा आराखडा करताना लोकांना विश्वासात घेणारऐक्य समूहSaturday, December 22, 2012 AT 11:18 AM (IST)Tags: mn3नागपूर, दि. 21 (प्रतिनिधी) : सह्याद्री व्याघ्र प्रकल्प परिसराचा आराखडा तयार करताना स्थानिक नागरिक व लोकप्रतिनिधींना विश्र्वासात घेतले जाईल, असे आश्र्वासन वन राज्यमंत्री भास्कर जाधव यांनी शुक्रवारी विधानसभेत दिले. विक्रमसिंह पाटणकर व अन्य सदस्यांनी याबाबतची लक्षवेधी सूचना उपस्थित केली होती.सातारा, सांगली, कोल्हापूर आणि रत्नागिरी जिल्ह्यांच्या सीमेवर सुमारे 600 चौ.मी. क्षेत्रात सह्याद्री व्याघ्र प्रकल्प होत आहे. या प्रकल्पाच्या भोवतीचे 565 कि.मी. बफर झोन राहणार आहे. या बफर झोनमधील 85 गावांवर अनेक बंधने येणार असल्याने या प्रकल्पाला विरोध होत आहे. या संदर्भात विक्रमसिंह पाटणकर, शशिकांत शिंदे, शिवेंद्रसिंहराजे भोसले व मानसिंगराव नाईक यांनी आज एका लक्षवेधी सूचनेद्वारे विधानसभेत चर्चा उपस्थित केली होती. या चर्चेला उत्तर देताना वन राज्यमंत्री भास्कर जाधव यांनी स्थानिक नागरिक व लोकप्रतिनिधींना विश्र्वासात घेऊनच व्याघ्र संवर्धन प्रकल्पाचा आराखडा तयार करण्यात येईल असे आश्र्वासन दिले. व्याघ्र प्रकल्पाच्या कोअर क्षेत्रात 62 तर बफर क्षेत्रात 81 गावांचा समावेश आहे. व्याघ्र प्रकल्पाचे व्यवस्थापन केंद्राच्या राष्ट्रीय व्याघ्र संवर्धन प्राधिकरणाच्या अखत्यारित येते. त्यांनी दिलेल्या निर्देशांनुसार प्रकल्पाचा आराखडा तयार करणे बंधनकारक असले तरी सर्वांना विश्र्वासात घेऊनच हे काम केले जाईल, असे आश्र्वासन भास्कर जाधव यांनी दिले.

आता सह्याद्री व्याघ्र प्रकल्प प्रत्यक्षात कार्यान्वित झाल्यास राज्याचे नाव देश पातळीवर उंचावण्यास मदत होईल. पश्चिम महाराष्ट्राला नैसर्गिक देणगी लाभलेला सह्याद्री पर्वतरांगांचा प्रदेश म्हणजे साक्षात हिमालयाचेच छोटे रूप!
विशेष म्हणजे सर्वोच्च न्यायालयाने २४ जुलैला बफर झोन घोषित न करणाऱ्या देशातील पाच व्याघ्र प्रकल्पांना प्रत्येकी दहा हजार रुपये दंड घोषित केला होता. त्यात महाराष्ट्रातीलसह्याद्री व्याघ्र प्रकल्पाचा समावेश होता.
सह्याद्री व्याघ्र प्रकल्पाचे मुख्यालय कराडमध्ये
कोयना व चांदोली अभयारण्याच्या क्षेत्रातील चार जिल्ह्यांच्या हद्दीत साकारणारा सह्याद्री व्याघ्र प्रकल्प उभारण्याची प्रक्रिया पूर्ण झाली असून , या प्रकल्पाचे मुख्य कार्यालय कराडला झाले आहे. त्याला प्रशासकीय मंजुरी मिळाली असून , येथील आगाशिवनगरातील वन खात्याच्या कार्यालयात व्याघ्र प्रकल्पाचे कार्यालयीन काम सुरू झाले आहे. वन विभाग व्याघ्र प्रकल्पाच्या कार्यालयासाठी स्वतंत्र जागा शोधत असून , जागा मिळताच तेथे प्रशस्त कार्यालय उभे राहील , असेही विश्वसनीय सूत्रांनी सांगितले.
कोयना व चांदोली अभयारण्याच्या क्षेत्रात चार जिल्ह्यांच्या सीमेवर साकारणारा सह्याद्री व्याघ्र प्रकल्प उभारण्याची प्रक्रिया पूर्ण झाली असून , प्रकल्पात महत्वपूर्ण भूमिका बजावणारी स्थानिक सल्लागार समिताही सरकारने स्थापन केली आहे. राज्य सरकार या महिनाअखेरपर्यंत व्याघ्र संवर्धन आराखडा केंद्राच्या व्याघ्र संवर्धन प्राधिकरणाकडे मान्यतेसाठी सादर करणार असून , या पार्श्वभूमीवर स्थानिक सल्लागार समितीची महत्वपूर्ण बैठक होत आहे.
देशातील एकोणचाळीसावा तर राज्यातील चौथा व्याघ्र प्रकल्प म्हणून येथील सह्याद्री व्याघ्र प्रकल्पाची घोषणा ५ जानेवारी २०१० रोजी करण्यात आली होती. सह्याद्री पर्वत रागांच्या पश्चिम घाटातील सातारा , सांगली , कोल्हापूर व रत्नागिरी जिल्ह्यांच्या सीमारेषांवर सुमारे ७४० चौरस किलोमीटरमध्ये राज्य सरकारने व्याघ्र प्रकल्पात वन पर्यटन वाढीस लागावे या उद्देशाने आराखडा तयार केल्यामुळे सह्याद्री व्याघ्र प्रकल्पाला आंतरराष्ट्रीय दर्जा प्राप्त होणार आहे. त्या दृष्टीने व्याघ्र प्रकल्पाची स्थानिक सल्लागार समिती गठित केली असून , पुण्याचे विभागीय आयुक्त समितीचे उध्यक्ष आहेत , तर पाटणचे आमदार विक्रमसिंह पाटणकर , वाईचे मकरंद पाटील , सातारचे शिवेंद्रसिंहराजे भोसले , शिराळ्याचे मानसिंगराव नाईक , वारणेचे विनय कोरे या समितीचे सदस्य आहेत.
साताऱ्याहून रोहन भाटे , सांगलीहून अजित पाटील , कोल्हापूरहून रमण कुलकर्णी व रत्नागिरीहून सिद्धेश्वर देसले यांची सल्लागार समितीत नियुक्ती करण्यात आली आहे.

कोयना धरण बांधले गेले…
धरणाच्या पाण्यावर वीज तयार होऊ लागली अन महाराष्ट्रा सहित इत्तर राज्ये या विजेतून उजळून निघाली, धरणी सुजलाम सुफलाम झाली, आणि असे होत असताना मात्र आमच्या कांदाटीतील शेतकरी बांधवांची शेकडो एकर शेती कोयनेच्या पाण्या खाली गेली, दळणवळणाचे सर्व मार्ग बंद झाले …आणि मग कांदाटीतील बऱ्याच गावांचे पुनर्वसन झाले…. आणि शेतीच्या बदल्यात मिळाले काय तर …. दुष्काळी भागात शेती …स्वातंत्र्याची १०० वर्ष उलटली तरीसुद्धा सुद्धा या दुर्गम भागात आदिवाशींचे जीने जगावे लागत आहें……. जवळजवळ ५० वर्ष्याच्या प्रतीक्षेनंतर प्रशासनाला जाग आली.. आणि प्रशासनाला असा शोध लागला की कांदातीत सुद्धा माणसं राहतात. आणि या शोधानंतर एस. टी. ची सेवा सुरु झाली.

- धरणांमुळे बाधित झालेल्या धरणग्रस्तांना अभयरण्यामुळे पुन्हा बाधा झाली आणि आता व्याघ्र प्रकल्पामुळे बाधित होण्याची शक्यता आहे. व्याघ्र प्रकल्प होण्यास कोणाचा विरोध नाही परंतु अकारण त्रासदायक नियम बदलून जननियंत्रण सुलभ करण्याचा प्रस्ताव शासनाने स्वीकारावा
- कोयना व्याघ्र प्रकल्पाच्या मुख्य उद्दिष्टांना धक्का न लावता जंगल संवर्धन आणि वाघ व इतर जंगली जीवांचे रक्षण, संवर्धन, जननियंत्रित पध्दतीने व्हावे
- कोयना अभयारण्याचा निर्णय 1985 मध्ये झाला. तेव्हापासून आजवर वन किंवा वन्यजीव विभागाने नागरिकांना त्रास होईल अशी कृती कधीही केलेली नाही. प्रस्तावित सह्याद्री व्याघ्र प्रकल्पाच्या जाचक अटी रद्द झाल्या नाहीत, तरच आमचा व्याघ्र प्रकल्पाला विरोध आहे. जाचक अटी रद्द झाल्या, नागरिकांना त्रास होणार नसेल तर व्याघ्र प्रकल्पाला विरोध असण्याचा प्रश्नच नाही.
- कोयना धरणांतर्गत असलेली पाच गावे व चांदोली अभयारण्यातील तीन गावे वगळता अन्य गावे उठविली जाणार नाहीत. विकासकामे व नागरी सुविधांना कोणताही अडथळा होणार नाही. बफर झोनमधील गावांना विकासासाठी वनखात्याचा निधी मिळणार आहे. केवळ व्यापारी तत्त्वावरील उद्योगांना विरोध होणार आहे. सह्याद्री व्याघ्र प्रकल्पाच्या जाचक अटी रद्द व्हाव्यात, सामान्य नागरिक व गावांच्या विकासाला विरोध होऊ नये, ही आमची भूमिका आहे. जाचक अटी शिथिल झाल्यास आमचा व्याघ्र प्रकल्पाला विरोध नाही
- “कोयना अभयारण्याची बंधने जनतेसाठी त्रासदायक आहेत. येथील जनतेचा अभयारण्य किंवा व्याघ्र प्रकल्पाला विरोध नाही. मात्र, यापूर्वी अनेक संकटांना सामोरे जाणाऱ्या जनतेला अन्याय सहन करावा लागला आहे. पुनर्वसित ठिकाणी अन्याय झाल्याने अनेक प्रकल्पग्रस्त पुन्हा तालुक्यात राहायला आले आहेत. त्यामुळे अभयारण्याच्या नावाखाली जनतेवर जाचक अटी लादल्यास लोकशाही मार्गाने संघर्ष करणार आहे. 1998 मध्ये जिल्हाधिकाऱ्यांनी दिलेल्या निर्णयाची अंमलबजावणी झाली पाहिजे. लोकवस्ती असलेली गावे व परिसर अभयारण्यातून वगळला पाहिजे. कोयना धरणग्रस्त आजही चटके सोसत आहेत.’
- या प्रकल्पाला आमचा विरोध नाही; पण वाघांचे रक्षण करताना लाखो मानव त्यांच्या घरादारांसह भक्ष्यस्थानी पडणार नाही, याची काळजी सरकारने घ्यावी
- अभयारण्यातून वृक्ष वाढवणे आणि व्याघ्र प्रकल्पातून प्राणी वाढवणे हा शासनाचा उद्देश आहे. या प्रक्रियेत त्यांना माणूस नको आहे. असे संवर्धन वन विभाग अस्तित्वात आल्यापासून जंगलांचे नुकसान झाले आहे. पूर्वी जंगले चांगली होती , त्यात लोक राहत होते. गेल्या काही वर्षात ठेकेदारांमुळे जंगलांचे नुकसान झाले आहे. जंगलात राहणारे लोक जंगलाचे नुकसान करीत नाहीत. वन विभागाचे गार्ड किती संरक्षण करणार ? लोकजंगल संकल्पनेत हजारो लोक जंगलाचे संरक्षण करतील. ते झाडांची आणि प्राण्यांची संख्याही वाढवतील. तेथील ग्रामसभांना यासंबंधीचे अधिकार द्यावेनिसर्गव्यवस्थेलाच सुरुंग लावणारे आहे.
दुसऱ्याचे विचार कॉपी पेस्ट करून स्वताच्या नावाचे नवीन व्यासपीठ करताना तुमच्या एक गोष्ट लक्षात येत असेल या अश्याच प्रकारामुळे आपली माणसे विभागली गेली आहेत. आणि तुम्ही सुद्धा तेच करत आहात… तुम्ही जर तुमचे स्वतः चे विचार मांडून जर समाजसेवेचे किंवा समाजप्रबोधनाचे काम करत असाल तर नक्कीच तुमच्या मागे फौज उभी राहील…परंतु दुसऱ्याचे विचार कॉपी पेस्ट करून स्वताचे व्यासपीठ तयार करण्याच्या मोहापायी आपण तीच चूक पुन्हा करत आहात असे आपणास वाटत नाही का ???
तुमचे स्वतः चे मत असेल भले ते चुकीचे असो किंवा बरोबर एकच व्यासपीठावर मांडून त्यातून चर्चा घडवून आणूया, यातूनच लोकांच्या विचारांना खाद्य आणि गती मिळेल आणि यातूनच प्रश्नांना वाचा फुटून कदाचित आपल्याला मार्ग सापडेल….
अजून मला या ठिकाणी थोडक्यात नमूद करावेसे वाटते ते असे कि, आम्ही सुद्धा या ठिकाणी कोणत्याही वयक्तिक नावाचा उल्लेख केलेला नाही तो यासाठी कि… बऱ्याच लोकांचा असा समज आसतो कि, हि व्यक्ती फक्त नावासाठी हे सर्व काम करत आहे …. परंतु आमचे फक्त एकच उद्देश आहे तो म्हणजे जो काही आपला कांदाटी खोऱ्यातील समाज वेगवेगळ्या ठिकाणी आपसातील गैरसमजामुळे विखुरलेला आहे… त्या समाजाला एकसंध बांधून ठेवायचे काम आपल्या नवीन पिढीला करायचे आहे.
तात्पर्य : आंधळ्याला डोळे दान करता येतील पण दृष्टी नाही …

महाबळेश्वरमध्ये गुलाबी थंडीचे आगमन
महाराष्ट्राचे नंदनवन समजले जाणारे ठिकाण म्हणजे महाबळेश्वर. महाराष्ट्राचा काश्मीर म्हणूनही महाबळेश्वरला संबोधले जाते. महाबळेश्वर हे थंड हवेचे ठिकाण म्हणून केवळ राज्यातच नव्हे तर संपूर्ण देश-विदेश पातळीवर लौकिकास आले आहे. म्हणूनच येथे बाराही महिने पर्यटकांची वर्दळ असते.
उत्तर महाराष्ट्रात डिसेंबरमध्ये महाबळेश्वर आणि माथेरानसारख्या थंड हवेच्या ठिकाणांशी साधम्र्य साधणाऱ्या वातावरणाची निर्मिती झाली अन् सर्वसामान्यांना सुखद धक्का बसला. डिसेंबरच्या प्रारंभी या स्वरूपाचा अनुभव मिळाला असला तरी तापमान कमी होण्याची प्रक्रिया तेव्हा एका विशिष्ट पातळीपर्यंत सिमीत राहिली होती. मुळात, थंडीची लाट उत्तर महाराष्ट्रास नवीन नाही, पण तिचे दरवर्षी नव्याने होणारे आगमन सर्वसामान्यांना हवेहवेसे वाटत असते. या वर्षी हंगामाच्या अगदी प्रारंभी दाखल झालेली थंडी मध्यंतरी १५ ते २० दिवस अंतर्धान पावली होती. त्यानंतर तिचे पुनरागमन झाले, ते थेट डिसेंबरच्या अखेरच्या दिवसात. यावेळी मात्र तिचा मुक्काम कायम राहील अशी स्थिती होती. उत्तरेकडील भागात थंडीची तीव्रता वाढल्याने त्याचा परिणाम साहजिकच उत्तर महाराष्ट्रावर झाला.

मित्रहो श्रावण म्हणजे आपल्या सर्वाँचा आवडीचा महीना. सणा-सुदीचा हा महीना, पावसाने रिमझीम करुन धरतीला भिजवलेले असते, ऊन पावसाचा लपंडाव चालू असतो, शेतामध्ये शिवारं डोलत असतात. एकंदरीत झाडा झुडपांची हिरवी चादरच धरतीवर पसरलेली असते. अशा या मन प्रसन्न करणाय्रा श्रावण महीन्यातील सोमवारी श्री शंकराचे दर्शन हे अतीशय पवित्र मानले जाते. त्यामुळे ठिकठिकाणी शिवालयांमध्ये भाविक या सोमवारी गर्दी करतात. कोँकणातील काशी या नावाने प्रसिद्ध असलेल्या श्री क्षेत्र कुणकेश्वर गावी श्रावणी सोमवार मोठ्या उत्साहात साजरा केला जातो. श्रावणी सोमवारच्या निमीत्ताने येथे छोटेखानी जत्राच भरत असते. हजारो भाविक कुणकेश्वराच्या दर्शनासाठी ठिकठिकाणाहून येतात. शाळा कॉलेज मधील मुले तर या श्रावणी सोमवारी वन डे पिकनिकसाठी कुणकेश्वरला आवर्जुन भेट देतात. आता श्रावण महीना अवघ्या काही दिवसांवरती येऊन ठेपल्यामुळे सध्या शाळा कॉलेज मध्ये तरुणाईचे कुणकेश्वर पिकनिकसाठी विविध प्लँनस् आखले जात आहेत. श्रावणातल्या कोणत्या सोमवारी जायचे, कुणकेश्वरला चालत जायचे की एस्.टी. ने, ईत्यादी प्लँनस् तरुणाई आखत असते. तरुण मुले खास करुन कुणकेश्वरला पायी चालत जाणेच पसंद करतात. होडीने तारामुंबरी खाडी ओलांडून नंतर मिठमुंबरी समुद्रकिनाय्राने पावसाच्या सरी अंगावर झेलत आणि कीनाय्रावर येणाय्रा लाटांशी खेळत कुणकेश्वरला जाण्याची मजाच काही और असते. हि मजा शब्दात मांडणे अशक्य! तुम्ही स्वतः जेव्हा अनुभव घ्याल तेव्हाच आपणास समजेल. आपल्यापैकी काही जणांनी आपल्या कॉलेज जिवनात हा अनुभव घेतला देखील असेल. असो…! पुढे डोँगराची चढण चढून कुणकेश्वरला गेल्यावर अगदी सायंकाळपर्यँत येथे ही तरुणाई ठाण मांडून असते. प्रथम श्री कुणकेश्वराचे दर्शन, त्यानंतर किनाय्रावर वेगवेगळ्या प्रकारचे गेम्स खेळणे, समुद्रात मनसोक्त आंघोळ करणे, त्यात फोटोसेशन हे आलेच. त्यानंतर एखाद्या हॉटेलमध्ये जाऊन पदार्थाँवर आडवा हात मारल्यावर ही तरुणाई एस्.टी. महामंडळ झिँदाबाद म्हणत एस्.टी. ने तालुक्याच्या ठिकाणी परत निघुन जाते. आपणासही अशा पावसातील पिकनिकची मजा लुटायची आहे का? श्रावणसरी अंगावर झेलायच्या आहेत का? धार्मीक, नैसर्गिक, ऐतिहासिक सौँदर्य एकत्रितपणे पहायचे आहे का? तर मग श्रावण महीन्यातील कोणताही एक सोमवार फिक्स करा आणि कुणकेश्वर पिकनिक एन्जॉय करा. पण एन्जॉय करताना कुणकेश्वरच्या धार्मीकतेला बाधा पोहोचणार नाही याची दक्षता जरुर घ्या.

संक्षिप्त पूर्वइतिहास
छत्रपती शिवाजी महाराजांच्या आज्ञेनुसार पेशवे मोरोपंत पिंगळे यांच्या देखरेखीखाली प्रतापगडाचे बांधकाम सुरू झाले.निरा आणि कोयना नद्यांचे संरक्षण हा यामागचामुख्य उद्देश होता .इ.स.१६५६ प्रतापगडाचे बांधकाम पूर्ण झाले. दि.१० नोव्हेंबर १६५९ रोजी शिवाजी महाराज आणि अफझलखान यांच्यात प्रतापगडाचे युध्द झाले. अफझलखानवधाने राजांचे नाव हिंदुस्थानभर झाले आणि खर्या अर्थाने स्वराज्याचा पाया मजबूत झाला.इ.स.१६५९ ते इ.स.१८१८ या प्रदीर्घ कालावधीत इ.स.१६८९ मधील काही महिन्यांचा अपवाद वगळता प्रतापगड शत्रूला कधीच मिळाला नाही.
गडाची सद्यस्थिती व पाहण्यासारखी ठिकाणे
वाहनतळावरून गडाच्या दक्षिणेच्या टेहळणी बुरूजाखालूनसरळ जाणार्या पायवाटेने आपण थोड्या वेळातचतटबंदीत लपविलेल्या पश्चिमाभिमुख महादरवाज्यात येवून पोहोचतो वैशिष्ट म्हणजे शिवकालीन रितीप्रमाणे आजही हा दरवाजा सूर्यास्तानंतर बंद ठेवला जातो वसूर्योदयापूर्व ी उघडला जातो.महादरवाज्य ातून आत गेल कि उजव्या हातालाच चिलखती बांधणीचा बुरूज दिसतो,हा बुरूज पाहून परत पायर्यांच्या मार्गाने भवानी मंदिराकडे कूच करायचं.मंदिरात प्रवेश करताचआपणास भवानीमातेची सालंक्रुत प्रसन्न मूर्ती दिसते.ही मूर्ती महराजांनी नेपाळमधील गंडकी नदीतून शाळीग्राम शिळा आणून त्यातूनघडवून घेतली.या मूर्ती शेजारीच महराजांच्या नित्य पूजेतील स्फटिकाचे शिवलिंग वसरसेनापती हंबीरराव मोहिते यांची तलवार आहे.
हा मंदिर परिसरपाहून बालेकिल्ल्याकडे चालू लागायचं,मंदिरास मोरून बालेकिल्ल्याकडे जात असताना उजव्या हातालाच आपणास समर्थस्थापित हनुमानाची मूर्ती दिसते,पुढे बालेकिल्ल्याचे प्रवेशद्वारओलां डल्यानंतर आपण केदारेश्वर महादेवाच्या मंदिराजवळ येवून पोहोचतो,मंदिरात भव्य शिवलिंग आहे.या मंदिराशेजारीच प्रशस्त सदर असून कित्येक महत्वाचे निर्णय ,न्यायनिवाडे,मस लती यासदरेतच झाल्या.
केदारेश्वर मंदिराच्या मागील बाजूस राजमाता जिजाऊंच्या वाड्याचे अवशेष आहेत.येथे उजवीकडेच बगीचाच्या मधोमध छ.शिवाजी महाराजांचा अश्वारूढ पुतळा आहे.या पुतळ्याच्या जागीच पूर्वी राजांचा राहता वाडा होता.या पुतळ्याशेजारीच शासकीय विश्रामधाम असून येथील बागेतून उजव्या बाजूच्या वाटेने तटावर जायचं.या तट्बम्दीवरून फेरफटका मारताना जावळी खोर्याचे विहंगम द्रुष्य दिसते.पहिल्यांद ा लागतोघोरपडीचे चित्र असणारा राजपहार्याचा दिंदी दरवाजा नंतर लागतो रेडका बुरूज पुढे यशवंत बुरूज तर त्याच्यापुढेसूर ्य बुरूज.
अशा तर्हेने आपली संपूर्ण गडफेरी पूर्ण होते

आमचा भाग तसा दुर्गम ( कांदाटी खोरे) त्यामध्ये माझ गाव सालोशी, मी साधारणता ८ वीत असेन तेव्हा पासून आमच्या गावात काही लोक ऐयाचे मीटिंग असायची आणि गावाच्या विकासाचा विषय मांडायची. ती आलीत तरी सुशाक्का, आनंद दादा व आमच्या घरी यावयाची. त्यांनी आमच्या गावात पहिले महिला मंडळ स्थापन केले महिलांना या पुरुष प्रधान देशात मान मिळावा हीच त्यांची इच्छा असावी. नंतर हळू हळू मला त्यांची नावे कळू लागली. अविअश बीजे व छाया ताई अशी यादोघांची नावे होती. त्यांनी आमच्या गावात चरखा पण आणून दिला. त्यांनी आमच्या गावी पाणी अडवा पाणी जिरवा हि योजना अमलात आणली. यासाठी त्यांनी “कोयना पुनर्वसन विकास” हा सगळ्यात मोठा कार्यक्रम राबवला त्या मध्ये संस्था, संघटना, मंडळ यांनी सभाग घेतला होता, या कार्यक्रमासाठी मेधा पाटकर याही उपस्थित होत्या. आज त्यांच्या आठवणीत गावची प्रगती करताना खूप आनंद होतो आहे, जर ते असते तर आज माझा भागाची लवकर प्रगती झाली असती. तरी आज तरुण मंडळी फुडे सरसावत आहे, आपले अधिकार काय आहेत याची जाणीव होत आहे. व ते अधिकार सरकार सोबत चर्चा करून ते मिळवत आहेत.
